Michael Gartland is a Capture Manager at RELI Group, leading business development and capture efforts for federal health opportunities with a focus on the Centers for Medicare & Medicaid Services (CMS). With 18 years of healthcare industry experience and a decade driving growth across CMS, VHA and other agencies, Michael has successfully managed capture strategies for multi-million dollar contracts, including awarded pursuits such as the MOCA Drug Renegotiation Program and Making Care Primary Monitoring & Auditing. He specializes in full-lifecycle capture, teaming strategy, proposal management and market analysis, supporting RELI’s expansion in program integrity, health informatics and health IT.
Prior to RELI, Michael held leadership roles in business development and program management at Healthcare Management Solutions, where he led compliance reviews, proposal development and contract delivery across CMS initiatives. His expertise includes opportunity qualification, price-to-win development and fostering strategic partnerships. Michael holds an MBA in Health Systems Management from Point Park University and is a certified Project Management Professional (PMP).
